Google Ads Management

A Google Ads agency for Türkiye and MENA that fixes measurement before it spends your budget.

Google Ads management is the ongoing operation of a Google Ads account against a business goal: conversion tracking, account structure, campaign selection, bidding, budget pacing, ad testing and reporting. We are a Google Partner agency working in Turkish, English, Arabic and Persian, a practical fit for clinics, online stores and B2B companies selling in Türkiye and the MENA region. Every engagement starts with an audit and a measurement fix, because a campaign optimised to a broken conversion signal cannot be managed, only watched.

/01 · Definition

How does Google Ads management work?

Google Ads management is the continuous operation of a Google Ads account toward a defined business outcome. It covers conversion tracking so that every lead or sale is counted once, an account structure that separates markets, languages and intent, the choice of campaign types (Search, Performance Max, Shopping, YouTube, Demand Gen, Display), Smart Bidding and budget pacing, search term and negative keyword hygiene, ad testing, and reporting that shows what each campaign returned. An agency does this on your behalf, inside an account that you own.

Google Ads places ads on Google Search, YouTube, the Shopping tab, Gmail, Discover, Maps and the Display Network. Every impression is sold in an auction where your bid, Quality Score (expected click-through rate, ad relevance, landing page experience) and the expected impact of your ad assets decide the position. Budget alone does not buy visibility.

Setting up a campaign takes an afternoon; managing it never ends. Measurement comes first because if conversion tracking is wrong, Smart Bidding optimises toward the wrong signal, Performance Max becomes unexplainable and the report counts clicks instead of customers.

/02 · Who it is for

Who this Google Ads agency is for

Companies selling into Türkiye, the Gulf and Europe, or to Persian-speaking audiences outside Iran, that need campaigns in the language the buyer actually searches in.

/03 · Problems we solve

Problems a Google Ads audit usually finds

  • Tracking you cannot trust

Duplicate tags, a thank-you page reachable without a form, phone calls never counted, or a page view recorded as a lead.

  • Performance Max claiming conversions you already had

Without brand and customer-list exclusions, PMax harvests brand searches and returning customers and reports cheap conversions.

  • One account, every market mixed together

Turkish, English and Arabic keywords in one ad group, one location setting for three countries, one landing page for all. Averages hide which market works.

  • Reports that count clicks, not customers

Decks of impressions and clicks with no lead quality, booking or margin data, so nobody can decide whether to raise, hold or cut the budget.

Measurement first: conversion tracking, enhanced conversions, Consent Mode v2 and GA4

Conversion tracking tells Google Ads which valuable action followed an ad interaction. According to Google Ads Help, a conversion action is defined in the account and connected to a page or event through the Google tag or Google Tag Manager; actions after an ad click or qualifying view are attributed to it. We document which actions are primary (they feed Smart Bidding) and which are secondary (observed only).

Enhanced conversions send hashed first-party data such as an email address or phone number from the conversion page to Google; Google Ads Help describes this as improving measurement accuracy when cookie signals are limited, with the data hashed using SHA256 in the browser. Enhanced conversions for leads match qualified opportunities uploaded from the CRM back to the original click.

Consent Mode v2 lets Google tags adjust to the user's consent choice, carrying the ad_user_data and ad_personalization signals in addition to ad_storage and analytics_storage. Google Ads Help documents that measurement and personalisation features for users in the European Economic Area depend on these signals, so for a Turkish clinic or store acquiring customers from Europe this is a requirement; domestic traffic uses the same setup with KVKK-compliant consent management.

Linking GA4 to Google Ads closes the loop: GA4 key events can be imported as conversions, and GA4 audiences become remarketing lists and audience signals. Google Ads Help notes that importing a GA4 event while also measuring it with the Google tag double-counts it, so we choose one source per action.

/06 · Method and process

Our Google Ads management process in six steps

Each step ends with a written output your team can act on without us.

  1. 01

    Audit

We review the existing account for structure, measurement, search terms, audiences, bidding, budget pacing, ad quality and landing pages. The output is a written audit naming where budget is wasted, where tracking is broken and which fixes come first, in priority order.

  2. 02

    Tracking

We define conversion actions, implement them through the Google tag or Tag Manager, switch on enhanced conversions and Consent Mode v2, and verify the GA4 link and event import. Test conversions prove that every action fires once with the correct value before any campaign goes live.

  3. 03

    Structure

We design the account along service, product group, language and location: brand separated from non-brand, the roles of Search and Performance Max, Shopping product groups, remarketing audiences. The bidding strategy, opening budget split and first month's test plan are written down.

  4. 04

    Launch

Keywords, negative lists, ad copy, assets and audience signals go live, and landing pages are checked for speed, message match and form flow. Daily monitoring in the first weeks catches disapprovals, policy flags and budget pacing problems early, before they grow.

  5. 05

    Optimise

Weekly search terms review, negative additions, bid and budget adjustments, ad tests, asset group and product group performance. Every change is logged with its reason in the account change history, and auto-applied recommendations stay switched off in every account we manage.

  6. 06

    Report and decide

The monthly report shows conversions and cost by campaign, device, location and search term, lists what we changed, what we will test next and where budget should move. Decisions are made on numbers in a short monthly call, not on impressions.

Budget and bidding: a method, not a price list

A Google Ads budget is worked backwards from the goal. First the business target is written down: consultations or orders per month and the acquisition cost the margin can carry. Then search volume, estimated cost per click and the landing page's conversion rate give the clicks required and a budget range. Real figures settle in the first weeks.

Smart Bidding strategies (target CPA, target ROAS, maximise conversions, maximise conversion value) only work when conversion tracking is reliable and volume is sufficient. Low-volume accounts start on maximise conversions and move to a target-based strategy as data accumulates. Google Ads Help describes a learning period after each significant change, and we leave the strategy alone during it.

Budget pacing is how a monthly budget is spent across the month. Google Ads Help documents that daily spend can reach up to twice the average daily budget on some days, so we monitor the weekly spend rate to stop the budget running out early or sitting unspent. Brand Search, non-brand Search, Shopping and Performance Max each get their own budget and target. There are no prices on this page; the model is proposed after the audit.

Ads and assets: where Quality Score is won

Responsive search ads let Google assemble headlines and descriptions, which raises the bar for copy: every headline has to stand on its own and still match the keyword and the landing page. That match drives Quality Score, the lever that lets the same click cost less.

Ad assets (formerly extensions) such as sitelinks, callouts, call, location and images enlarge the ad and lift click-through rate. We write each language natively; an Arabic ad is written for Gulf search behaviour, not translated. Ad testing runs on a calendar: one variable, enough impressions, then a decision. Image and video assets are produced together with our social advertising work.

YouTube and Yandex Direct for the Turkish market

In Türkiye, YouTube is as much a daily habit as Google Search, and for many services the buying journey starts with a video. Video action campaigns and Demand Gen connect that attention to measurable conversions, with placements split by objective. Turkish-language creative, a clear promise in the first seconds, frequency caps and brand-safety settings are standard.

Yandex is a second search and maps ecosystem in Türkiye, visible mostly through Yandex Navigator and Yandex Browser users. Yandex Direct places ads in Yandex search results and the Yandex Advertising Network, with conversions measured through Yandex Metrica goals. Not every account needs it: we check the Yandex-referred share in your GA4 data and the competition, then recommend a separate test budget or none. When it runs, it appears in the same report with the same conversion definitions.

/10 · Measurement and KPIs

How we measure Google Ads management

No metric is promised at a level; the scorecard stays the same every month so decisions are comparable.

  • Tracking

    Measurement accuracy

Share of defined conversion actions tested and counted once; enhanced conversions match status.

  • New demand

    Non-brand conversions and cost

Conversions, cost per conversion and conversion value trend after brand search is separated out.

  • Relevance

    Search term quality

Share of spend going to queries that match the intended intent; growth of the negative lists.

  • Outcomes

    Lead quality and budget pacing

Qualified opportunities or order margin returned from the CRM; gap between planned and actual spend.

/11 · Common challenges

Common challenges in Google Ads management

  • Low-volume accounts

Smart Bidding cannot learn from a handful of conversions a month. Micro-conversions (qualified page views, call clicks) serve as temporary signals until the primary action grows.

  • Healthcare and sensitive-category policies

Google's personalised advertising policy restricts remarketing based on health conditions, and some treatments need certification before ads run.

  • Multilingual accounts

Turkish, English, Arabic and Persian campaigns need separate language, location and landing page settings. A blended report hides which market is working.

  • The landing page ceiling

At some point ad optimisation hits the page. Form flow, speed and message match are handled through our CRO and UX work; raising budget before that only scales the problem.

/12 · Strategic considerations

What to know before you start

  • Performance Max needs guardrails

PMax tends to report cheap conversions by capturing brand searches and existing customers. We set brand exclusions, account-level negative keywords and customer-list exclusions as Google Ads Help documents them. If tracking is unverified or volume is low, PMax is premature.

  • Separate brand from non-brand

People searching your brand already know you; those conversions are cheap. To see what a new customer costs, brand search needs its own campaign and its own line in the report.

  • A realistic timeline

Tracking setup and the learning period take the first weeks, and results move around until bidding has stable data. The first month is a data period, not a verdict.

  • You own the account

The Google Ads account, Merchant Center and tags stay in your ownership; we work through our manager account, and your history stays with you.

How SEO Evaluate approaches Google Ads management

We are a Google Partner agency and claim no title beyond that. We do not lead with result figures because they are unverifiable to a reader and depend on your margin and landing page more than on us.

Our model keeps one order: measurement, structure, optimisation, report. We do not open budget before conversion tracking is verified, we do not discuss ROAS before brand and non-brand are separated, and we do not launch Performance Max without guardrails. What we will not promise: a specific ROAS, a specific cost per lead or results by a date. What we commit to: correct measurement, transparent account access, a readable monthly report and a plain statement of what is not working.

/15 · Frequently asked questions

Google Ads management: frequently asked questions

What does Google Ads management include?

An account audit, conversion tracking and the GA4 link, account structure and campaign planning, keyword and audience research, ad copy and assets, bidding strategy and budget pacing, weekly search term and negative keyword management, ad testing, Merchant Center feed checks for stores, policy monitoring and a monthly report with a decision call.

How is the Google Ads budget decided?

Backwards from the goal: the consultations or orders you need per month, the acquisition cost your margin supports, the search volume of the target queries, the estimated cost per click and the landing page's conversion rate give a budget range, revised with real data in the first weeks. Brand, non-brand Search, Shopping and Performance Max are budgeted separately.

When do results show?

Search campaigns produce clicks on the day they go live, but bidding only stabilises after the learning period that Google Ads Help describes, and results fluctuate in the first weeks. We treat the first month of a new account as a data period rather than a verdict.

Performance Max or Search?

Both, in that order. Search captures people who already describe their need in a query and gives you control over terms and negatives. Performance Max adds YouTube, Display, Discover, Gmail and Maps with automated bidding, and works once tracking is verified and brand exclusions are in place.

Why does conversion tracking come first?

Smart Bidding learns from conversion data; if the data is wrong, bids go to the wrong people and queries, and reports show clicks without telling you which campaign produced a lead or an order. Enhanced conversions and Consent Mode v2 make that data more complete despite cookie limits.

What is a Google Ads audit?

A review of your account's structure, measurement, search terms, audiences, bidding, budget pacing, ad quality and landing pages, delivered as a written report that names the sources of waste, the tracking errors and the fixes in priority order. Read-only access is enough.

Do you manage YouTube ads?

Yes. Video action campaigns, Demand Gen and awareness formats on YouTube are planned inside the same account, with creative per language, frequency caps and brand-safety settings. Video production is handled through our YouTube and video service, and results are reported next to Search.
