What the health tourism authorization certificate represents

In Türkiye, international health tourism activities are carried out within the framework of Ministry of Health regulations. The core text is the Regulation on International Health Tourism and Tourist Health; the current version can be accessed from USHAŞ's health tourism legislation page. The Ministry's Health Tourism Department publishes separate lists of authorized health facilities and authorized intermediary organizations. The agencies page on the HealthTürkiye portal lists intermediary organizations holding the international health tourism authorization certificate and describes them as Group A travel agencies authorized by the Ministry of Health and TÜRSAB.

From a marketing perspective, this means the certificate is a piece of information that a third party, namely an official list, can verify. A foreign patient or a patient's relative can check the organization's claim against these lists. In digital marketing, verifiable signals like this are worth far more than the praise an organization writes about itself on its own website.

The marketing side of how to obtain a health tourism certificate

The answer to how the certificate is obtained, including the application conditions, the required documents and the evaluation process, sits in the regulation and in the Ministry's announcements. Because these conditions can change, we do not give a step-by-step list here. What matters for the marketing team is how the application process affects the calendar. If the certificate has not been granted yet, it is safer to plan campaigns aimed at international patients, and the pages built for that audience, around the outcome of the certification process than to have to pull content back later.

An organization still in the certification process that uses phrases such as "authorized" or "Ministry-approved" on its website is making a claim that cannot be verified. Once the certificate has been granted, it is advisable for the certificate information to appear on the site clearly and verifiably. A good practice we see is to state the certificate information on the about and contact pages and link to the official list, so visitors can verify the claim themselves.

The health tourism certificate on the website and in content

The certificate should be thought of as part of the site's trust layer. In Google's approach to search quality, health topics are among those that can affect people's health, and on such pages it matters who is speaking and with what authority. It would be wrong to see certificate information as a ranking factor on its own; but making the organization's identity, the responsible physicians and the authorization details clear answers the trust question of both the visitor and the evaluator.

On multilingual sites, this information should appear with the same clarity in every language version. A gap we often see is that authorization details present on the Turkish page have not been translated into the English, Arabic or Persian versions. Yet the audience most likely to want to check the certificate is the patients reading the foreign-language pages. Advertising and promotion rules

The certificate does not mean freedom to promote. Promotion and information activities in health services are governed by the regulation published in Official Gazette No. 33075 on 12 November 2025. The regulation sets out principles for the promotional activities of health professionals, private health institutions and international health tourism intermediary organizations, and includes provisions on patient privacy, consent for the use of images and avoiding misleading statements. The text also contains restrictions on international health tourism promotion being directed at the domestic population; the current text should be checked before any campaign targeting is set up.

These rules feed directly into marketing practice: headlines that promise outcomes, patient images used without consent and superiority claims that cannot be proven are risky under both the regulation and ad platform policies. The patient's verification journey

A patient abroad often takes several weeks to decide and, during that time, checks the organization through different channels: search results, the map listing, social media accounts, patient communities and official lists. Consistency of the organization's name, address and authorization details across each of these channels shortens the verification journey. A name spelled differently on one channel, or authorization details available in only one language, leaves an unnecessary question mark in the patient's mind.

That is why one of the first digital tasks after the certificate is granted is to update the organization's details in the same way across all profiles. If structured data is used on the organization page of the website, the organization name and address must be consistent with that data as well. The first step is to check the organization's authorization status in the official lists and write the wording used on the site according to that status. The second step is to publish the certificate information with the same clarity in every language version and link to the official list. The third step is to review ad copy and landing pages against the promotion regulation and remove elements that promise outcomes or use images without consent. The fourth step is to compare campaign targeting with the domestic restrictions in the regulation. The fifth step is to put these checks on the calendar as a recurring process, repeated whenever the regulation or the organization's authorization changes, rather than a one-off.

Clinics that work with intermediary organizations have one more step: verifying the authorization certificate of the partner organization in the official list. If an organization directing patients on your behalf is unauthorized, your own organization's reputation can be affected too. That is why the health tourism authorization certificate is not just an application file but the first link in the chain of digital trust.
