For a business with a limited marketing budget, a common question is: should we work with a social media agency or with an SEO agency? The question is usually asked as "which one is better", but the two channels do not do the same job. Social media is the channel for reaching people who are not searching for you yet and for keeping the brand top of mind; search engine optimization is the channel for being visible to people who already have a need and are searching for it. This article offers a decision framework you can use when splitting the budget between the two. We do not hand you ready-made ratios, because the right split depends on your industry, your sales cycle and the assets you already have.

The role each channel plays in demand

The search channel serves existing demand. When someone searches for a service, a product or a solution to their problem, a well-optimized page answers the intent of that moment. Social media mostly creates or nurtures demand: users come across the brand while scrolling their feed, realize they have a problem, or save the brand to remember later. This difference sets the first question of the budget decision: in your category, are people already looking for the solution, or do they first need to become aware of the need?

For businesses creating a new category or offering a visually strong product, social media comes in earlier. For services that users search for in clear words, search visibility usually comes first. Most businesses sit somewhere in between, so the question should not be "which one" but "how much of which, at which stage".

What a social media marketing agency does and what an SEO agency does

The work of a social media marketing agency usually covers a content calendar, image and video production, community management, ad campaigns and, increasingly, collaborations with content creators. The work of an SEO agency covers technical infrastructure, content planning around search intent, improving existing pages, authority work and measuring search performance. What the two have in common is content, but the lifespan of that content differs. The visibility of a social post is usually short-lived. A guide page prepared for search can bring traffic for a long time as long as it is kept up to date.

Whichever you choose, both channels need to be tied to the same measurement setup.

Four questions that shape the budget split

The first question is the time horizon. Social media ads create visibility as soon as the budget is switched on and largely stop when it is switched off. Search visibility builds up more slowly. Google's own starter guide says that some changes can take effect within a few hours and others can take several months, and that you generally want to wait a few weeks to assess the effect. If you need results next quarter, the share of paid social naturally grows; if you are building an asset for the next few years, the share of search grows.

The second question is the sales cycle. For services with a long decision time, users research, compare and search again and again. In these categories, search visibility touches many steps of the decision process. For products bought on impulse, engagement on social media can connect to a sale along a shorter path.

The third question is existing assets. If you already have a website that gets traffic, up-to-date content and a clean technical setup, the SEO budget works from a base rather than from zero. If you have an active follower base, you have a similar advantage on social media. The channel you start from scratch needs more initial investment.

The fourth question is measurability. If you cannot measure a channel's contribution, it becomes hard to defend the budget allocated to it. That is why the measurement setup should be in place before the split is decided.

It helps to put your answers to these four questions into a short table. Open one row per channel and fill the columns with the expected time to impact, the role in the sales cycle, the state of existing assets and measurement readiness. The table will not give you a ratio, but it makes visible which channel has priority in this period and which one should be tested with a small budget. In the channel that gets a test budget, the goal is to confirm that measurement works and that qualified demand signals are coming in; the decision to scale comes after that confirmation.

How to compare social media agency pricing with SEO proposals

Social media agency pricing and SEO proposals cannot be compared directly, because the first usually prices production and ad spend while the second mostly prices specialist time. We do not quote market amounts here; they vary a great deal with scope and industry. To make the comparison meaningful, ask both proposals for the same items: the list of outputs to be produced each month, whether ad spend is invoiced separately from the agency fee, who will do the work, and which business result the report will show. Paying ad spend from the business's own ad account keeps costs transparent.

Platform rules also affect cost in social advertising. Meta's advertising standards impose content and targeting restrictions in some industries; in sensitive categories such as health in particular, rejected ads mean lost time and lost budget. Tie both channels to the same measurement setup

The only way to adjust the budget split correctly over time is to see both channels' contribution in the same report. The default channel groups in Google Analytics 4 classify organic search, organic social and paid social traffic as separate channels. For this separation to work, social links need consistent UTM parameters; otherwise social traffic can be attributed to the wrong channel. Once measurement is in place, it is advisable to compare the leads from each channel with the business's own sales or appointment records on a regular basis.

A healthy approach we see in practice is to treat the split as a quarterly decision rather than a fixed ratio. At the end of each quarter, two questions are asked: which channel brought qualified demand, and which channel's effect is still building up? The answer to the first guides the short-term budget; the answer to the second guides the long-term investment. That way the choice between a social media agency and an SEO agency stops being a decision made once and forgotten, and becomes a plan updated with data.
